TearFund The world’s newest state has turned from a donor darling in 2011 to a source of concern. The news coming from South Sudan is worrying: half of the population lives on humanitarian relief, the current peace agreement is fragile, and state coffers are empty. The latest reports suggest that the country’s elites have built a kleptocratic regime that controls all sectors of the economy, squandering a historic chance for the development of a functional state.
