The need to act is urgent, but the response must be coherent. It will be of little help if the urgency of the moment leads to chaos in how countries and the global community respond. This requires distinguishing what needs to be done – actions in service delivery, financing, and governance – from the objectives to be achieved in terms of health security and universal health coverage (UHC).
